Can a key fob work via a cell phone call?

We've all been there: Lost our car keys.

Roach, from 104.7 The LIZARD, heard about the old trick where, supposedly, you can get someone on the phone to use the spare key fob to gain access.

Modern vehicles have various apps that allow you to access a vehicle via your cell phone if you don't have the key fob, but can it be done by radio waves over a telephone connection?
